What they're buying is a granizado — Costa Rica's beloved answer to the snow cone. So, what exactly is a granizado?

A granizado is finely shaved ice piled into a cup and drenched in sweet, colorful syrups. But what makes the Costa Rican version different from a plain snow cone is what goes on top: a generous drizzle of leche condensada (sweetened condensed milk), a sprinkle of leche en polvo (powdered milk), and often a splash of kola or cola syrup. The result is creamy, fruity, and icy all at once — way more indulgent than the snow cone you might remember from back home.

How a granizado is made

The vendor shaves ice off a big block by hand (or with a little machine) into a cup or cone, then goes to work layering the toppings:
